The Vice President for Finance
and Operations serves as the
university’s chief financial
officer (CFO), and is responsible
for providing leadership, oversight
and management of all Financial
Services, Facilities Management
and Operations, Information
Technologies, Human Resources,
Campus Police, Risk Management
& Safety, Internal Services
and Mail Center. Duties include
maintaining a liaison with appropriate
state offices such as the State
Comptroller, the Legislative
Budget Board, the Texas Higher
Education Coordinating Board,
State Office of Risk Management
and the State Auditors office.
As the CFO this position must
maintain knowledge of applicable
state and federal regulations
relating to funding source requirements
and accounting and auditing
standards.
Responsibilities include the
planning, development and enforcement
of policies and procedures and
ethical standards; preparing
and submitting substantial fiscal
reports, strategic planning
and budgeting; contract negotiations;
debt issuance; insurance; developing
long range plans for physical
facilities; and acquisition
of properties.

Associate
Vice President for Finance
– This area relates to
the financial services including
accounting, budgeting, investments
and cash management, payroll,
purchasing, student financial
aid and contracts & grants.
Associate
Vice President for Facilities
management and Operations
– This area relates to
the operations and management
of the university’s physical
plant such as building maintenance,
custodial services, grounds
keeping, property control, energy
management, construction and
renovation of facilities and
long range master planning for
facilities.
Associate
Vice President for Human Resources
– This area relates to
employment of university employees,
including policies and procedures,
compensation and classification
and benefits. The Human Resources
office must ensure the university
is in compliance with the federal,
state, The Texas State University
System and Lamar University
policies.
Associate
Vice President for Information
Technologies –
This area relates to the oversight
of the university’s mainframe
computing and infrastructure,
data, voice & video networking
and microcomputer support and
services.
Chief
of Campus Police
– This area relates to
overall security of the university
and parking.
Director
of Risk Management and Safety
– This area is responsible
for compliance with state and
local fire safety codes as well
as compliance with all life
safety codes, workers’
compensation and the investigation
of employee and student injuries
on campus.
Director
of Internal Services
– This area includes the
printing and copying service,
and supply center for the university
community.
Director
of Mail Center
– This area is responsible
for all postal services to the
university departments and students.
